What is a financial responsibility requirement? How can this be associated to SR22?

Sometimes, when a person violates a traffic rule and gets a ticket, the state would demand a form to ensure that you hold an auto insurance policy for a given period of time. This requirement is in the form of a financial responsibility requirement file which is the same as an SR22. The state refers to the same proof but with a different verbiage.
